    Description:

    Predicate Logic is looking for a senior experienced full time Defense Contracts Manager for a small business. The experience we are looking for is very focused on Cost Plus contracts with comprehensive knowledge of DFAR, FAR and DCAA regulation.

    This position is “hands-on” with all aspects of daily contract management. The Contracts Manager will work with the Project Controller and Contracts Administrator.

    The successful candidate will have the ability to manage and perform all aspects including:
    • Proposal preparation / submittal support.
    • Reviewing contract documents.
    • Negotiating terms and conditions for TAs, NDAs, and subcontracts.
    • Reviewing and Managing NDA and TAs.
    • Estimating / Quoting / Pricing.
    • Financial tracking and status reporting.
    • Maintaining contract compliance with company policy, Government law and regulation, consistent with industry best practices.
    • Distribute weekly reports.
    • Write CWAs.
    • Evaluate solicitations.
    • Strong knowledge of all contract types (FPP, CPFF, CPAF, CPIF, T&M, etc.) and contract vehicles (IDIQ, GSA, BPA, BOA, etc.).
    • Strong knowledge of the FAR, DFARS.
    Work Environment Skills include:

    Duties and Responsibilities

    • Provide Project Management support to on-site technical representatives for the Submarine Operating Authority (SOA), In-Service Engineering Activity (ISEA).
    • Develop project workflow charts, procedures, and products including program schedules, software compliance documentation, and program planning.
    • Assist government personnel in completion and submission of procurement documents for material/software purchases.

    Duties and Responsibilities

    • Provide Systems Engineering support to on-site technical representatives for the Submarine Operating Authority (SOA), In-Service Engineering Activity (ISEA).
    • Assist Fleet personnel afloat and ashore in the troubleshooting and repair of serial and IP based communications systems.
    • Develop and provide test and evaluation support for new concepts, lead testing events, System Operational Verification Testing, System Qualification Testing, and other test events that require systems engineering expertise.
    • Assist government personnel in maintaining strict configuration control of current architectures.
    • Implement and enforce system security engineering principles, secure design, and secure architecture in accordance with DISA Secure Technical Implementation Guidelines (STIG).
    • Participate in Submarine Operating Authority Engineering technology reviews and provide detailed recommendations for improvement and modernization of legacy serial systems.
    • Provide network administration, maintenance, and troubleshooting of the SOA systems and servers.
    Knowledge and Abilities

    • Expert knowledge of TCP/IP protocols (emphasis on Multicast) and Doman Name Systems (DNS).
    • Expert knowledge of network architectures and associated equipment including, but not limited to zones, screening devices, and typical design.
    • Working knowledge on CISCO Unified Computing System (UCS)
    • Systems Expert on email delivery, Microsoft Exchange and Sendmail.

    • Understanding of Virtual Machines (VM) and have experience troubleshooting in a VM environment.

    • VMWare VCP and Microsoft (MCSA/MCSE) strongly desired.

    Experience

    • Experience with Submarine Communications, including RF paths providing IP connectivity.
    • First-hand experience desired in the following areas:
    • CISCO Unified Computing System
    • VMWare ESXi 5.5 or later
    • Avocent series of KVM Matrix Switches
    • Microsoft Active Directory and Linux Systems Administration
    • Military VLF/HF/UHF/EHF Communications Systems, to include WSC-3, DMR, Mini-Dama, USC-38, and other submarine specific transmit and receive equipment.
    • Installation and maintenance of cabling and connectors to include:
    • Serial (RS-232/440 and EIA-530)
    • Shielded and unshielded twisted pair (RJ-45/CAT5+ Ethernet)
    • Fiber Optics, transceivers, switches, hubs, and Media converters.
    • Cryptographic Devices to include in-depth knowledge of:
    • KG-175 TACLANE series, KIV-7 Series, KG-195 and KG-19, KG-333.
    • Configuration and daily maintenance of servers and associated devices (Windows/Linux).
    • Must be able to independently build/rebuild servers and workstations of all OS’s. Should be able to visualize afloat configurations in order to provide remote assistance via chat.
    • Possess a current/active Top Secret security clearance. Must be eligible for SCI Access.
